My guess is that it's and RCS mockup for radar testing. Of what, I don't know. Maybe a bastardized variation of the F-35?

The aircraft being moved is probably a full size model of the BAE Replica, a British stealth aircraft model developed by BAE in the 1990s and used for radar testing before its associated program, the FOAS (Future Offensive Air System), was cancelled in 2005. ( Aviationist )

Iirc they use them for testing radar from above/below. They invert it so they don't have to fly them above the radar or whatever.
